SAP Note 18858 - Allocating bills of material to a plant

Symptom:

CS07 Create Allocation of BOM to Plant cannot be executed. Message (29-220) is displayed.

Cause and prerequisites

The material is not created in the plant in question. You have to do this if despite an expired validity the bill of material is allocated to another plant via the BOM change management. All materials that have ever been created in the bill of material must be created independently of the validity periods.

Solution
Create the missing material in the plant even if it is no longer or not yet required according to the current valid bill of material.
