SAP Note 16845 - Operation mode switch w/o background processes, CCMS

Symptom:

Operation mode switching does not work when at least one application server in the system has batch processes.

Reason and Prerequisites

The time-controlled operation mode switching is triggered by batch scheduler SAPMSSY2. It runs only on application servers that contain batch processes, however.
Therefore, no time-controlled operation mode switching can be triggered if no batch processes are present on at least one application server.

Solution
Configure the operation mode so that batch processes are present on at least one application server.
The Job Scheduler on this server will then trigger operation mode switiching for all application servers of the SAP system.
Please note that, according to the online documentation, at least one batch process must be available per system at any time.
