For example, only HR has been implemented.

Solution
In Releases 2.1 and 2.2 the cost center check can be controlled via
Tools-->Customizing
Configuration-->Human Resources-->Master data-->Master file
Environment-->Cost center accounting-->Controlling areas
Maintain control character F18, Cost Center field (TKA00-KOSTS).
Adhere to the field documentation.

From Release 3.0 or later, choose
Tools-->Business Engineering-->Customizing
You will find the function in the SAP Reference IMG
(Implementation projects-->SAP Reference IMG
under
Controlling-->Overhead Cost Controlling-->Cost Center Accounting-->
Activate Cost Center Accounting in controlling area.
Select a controlling area (for example, the controlling area to which the company code is assigned which you assigned to your personnel area) and choose
-->Activate Components/Control Indicators.
You can maintain the 'Cost Center' field in the 'Control Indicator' view in the 'Activate component' block.
