SAP Note 22860 - Incorrect authorization check for report groups

Symptom:

When displaying a report group, the authorization is checked for activity '3 ' and not for activity '03'.
The same error occurs in mass generator RGRJBG00 and in program RGRPTT00 (display of pointer tables of a report group).
