SAP Note 15274 - Capacity leveling shows no/not all capacity requirements

Symptom:

No requirements are displayed in the planning table (or not enough), although the capacity evaluation shows that capacity is available.

Cause and prerequisites

Missing table entries
Status problem: SAP001 and SAP002 entries are missing in Tables TJ48, TJ48t and TJ49.

Solution
Tables TJ48, TJ48t, and TJ49 are probably empty.
Check the contents of these tables (Transaction SE16).
If the tables are actually empty, copy the table contents from client 000:
Tools -> Customizing
Tools -> Table compare
This will enable you to copy the complete tables.

Also check table TCY37.
The field "Dispatch internal processing" has to have the value "X".
(for PM orders with internal processing).
